Of The
Farnsworth School Association
Parent Teacher Organization
ARTICLE I. NAME & PURPOSE
The name of this organization is the Farnsworth School Association (FSA)
The Association is a nonprofit corporation organized under Minnesota Laws, Ch.317, for these purposes:
A. To promote the mission of Farnsworth School
B. To advocate for the students and members of the Farnsworth School Association
C. To communicate among the members of the Association and between the Association and other organizations within and outside Farnsworth School, and to work with other organizations within and outside Farnsworth School
D. To support the students and members of the Farnsworth School community through organization and fund-raising for Farnsworth School.
ARTICLE II. ASSOCIATION MEMBERS & VOTING
A. Members
Members consist of:
•Parents/guardians of current Farnsworth School students
•Farnsworth School Teachers
•Farnsworth School Staff
B. Voting Rights
Voting at Association meetings is limited to
•Room Representatives (one parent per classroom) a minimum of one parent/guardian per grade level should be at each meeting.
•Officers
•At least two Teachers/Staff Representatives, other than elected members, at each meeting.
ARTICLE III. OFFICERS
A. Offices
All offices may be shared between more than one person (i.e., co-chairs); co-officers shall mutually decide and inform the Association as to how duties will be shared.
Officers must be parents or staff from Farnsworth School.
1. Chair
The duties of the Chair are to: a. chair Association meetings; b. chair the Association's Planning and Budget Committee; c. represent the Association to the Site Council or designate a representative; and d. represent the Association to organizations within and outside the Farnsworth School community.
2. Secretary
The duties of the Secretary are to
a. Maintain minutes, bylaws, and other documents; and
b. Conduct correspondence on behalf of the Association.
3. Treasurer
The duties of the Treasurer are to:
a. Collect and account for funds; and
b. Deposit and disburse funds as directed by the Association.
B. Officer Nominations and Elections
There shall be a nominating committee composed of up to three members who shall be appointed by the Chair(s). Only those persons who have signified their consent to serve if elected shall be nominated for or elected to an office. Nominations from the general membership and self-nominations will be accepted up until the time of the election. The slate of officers shall be proposed at the March meeting. Elections shall be held at the April meeting for officers for the coming year. In the event that there is more than one nominee for any office, that office shall be separated from the slate and voting for that office shall be conducted by a verbal election. The Chair(s) shall appoint two tellers to oversee the election.
C. Terms of Office
Officers shall be elected to one-year terms, from the June election to the next June election. Officers may succeed themselves in office for as many terms as they are members and are elected.
D. Resignations/Removal
Officers may resign by submitting written notice to the Secretary. If possible, a month's notice should be given. An officer may be removed for failure to fulfill duties, acting adverse to the Association's interest or for the other cause, by a majority vote. Public notice of the motion for removal must be given to the members at least seven (7) days prior to the day of the meeting at which members are to vote on the motion for removal.
ARTICLE IV. MEETINGS
The Association shall meet monthly during the school year, to accomplish business and hear reports.
Speakers and other programs may be presented at some Association meetings or at meetings called for the special purpose of presenting speakers or addressing issues.
To participate in the voting process you must attend a minimum of three meetings in a calendar year.
Robert's Rules of Order will be referred to where needed and appropriate for parliamentary procedure, as determined by the meeting chair or by majority vote of the members present.
ARTICLE V. COMMITTEES
A. Membership
Any member of the Association may serve on any committee. Appointment of representatives of Site Council and Staff/Teachers to Association committees will be encouraged. Committees shall elect their chairs from their membership.
B. Ad Hoc Committees
The Association may appoint ad hoc committees as appropriate, which shall terminate with the school year, to accomplish specified tasks.
C. Standing Committees
The following committees shall be appointed for the stated purpose each year.
1. Planning and Budget Committee
Membership: Chair(s), secretary(s) and any other member of the Association who wishes to serve.
Purpose: to prepare budget and plans for the Association's activities for the year, and serve as an executive committee for the Association.
2. Fund-raising Committee
Purpose: to raise funds for the Association's activities and the school, both general funds and designated funding appeals, through direct solicitation, and through other fund-raising efforts.
3. Communications Committee
Purpose: to publish a newsletter.
4. School Climate/All Communities Committee
Purpose: to develop and to continue existing programs that promote positive school climate and facilitate the participation of all families in the classroom and at all school events.
5. Recruitment Committee
Purpose: to encourage families of all ethnicities to enroll in Farnsworth School Association.
ARTICLE VI. ROOM REPRESENTATIVES
Room representatives shall represent each classroom. To serve, members must sign up to be representatives at the September Association meeting, or sign up at a later meeting. There is no limit to the number of representatives per classroom. Room representatives are encouraged to attend all Association meetings to communicate needs of the classroom and grade and to share information from the Association with classroom parents.
ARTICLE VII. PARENT ADVOCATE
The Parent Educator shall appoint a person or person(s) to effectively coordinate school-wide volunteer efforts, subject to approval of the Association by majority vote at the next meeting.
ARTICLE VIII. AMENDMENT PROCESS
Proposed changes to these bylaws shall be posted in the newsletter or a flyer and in the school office at least 7 days prior to the Association meeting at which amendments will be voted upon.
A majority of the voting members at the Association meeting must vote to approve any bylaws change.
Technical/legal amendments can be voted on without advance notice and adopted by a simple majority of voting members present at an Association meeting.
